Child Care Resources staffs Quality Improvement Specialists to provide training, technical assistance and business support to childcare providers as well as educators in pre-school programs through “Spark,” Oregon’s Quality Rating and Improvement System. By helping providers and educators complete courses required to work in the childcare field, Child Care Resources (CCR) also sustains and builds Central Oregon’s childcare infrastructure.

In partnership with Central Oregon Community College, Child Care Resources operates “Partners in Practice.” The goals of Partners in Practice are (1) to provide and support higher education opportunities for non-traditional students and (2) to strengthen the quality, quantity and availability of childcare in Central Oregon, particularly in rural areas. The project focuses on existing and future childcare providers in the Spanish-speaking childcare community in Crook, Deschutes and Jefferson counties and in Warm Springs.  A Partners in Practice Specialists receives and processes applications for those seeking Early Learning Hub scholarships. The Specialist helps scholars navigate college life, check out computers for online courses and acquire or improve computer skills. Other activities include coaching applicants to assess strengths and barriers, identifying needs (e.g., technological support, help buying books), explaining the process of becoming students and taking placement tests and helping with enrollment. Most significantly, the Specialist quickly addresses barriers that affect attendance and course completion. This includes linking students to peer mentors – students who have taken the courses.

The Early Learning Division is now accepting applications to expand culturally specific early learning programs and infant, toddler, and preschool education programs to serve Oregon’s youngest children and families. The funds are available thanks to the Student Success Act – a historic $1 billion annual investment in Oregon education that was approved by the 2019 Legislature.
