In response to the heat dome event of 2021, during which at least 100 Oregonians died of heat-related illness — often in their own homes — the Oregon legislature passed SB 1536 in 2022 to bring much-needed heat relief. The Oregon Department of Energy has established a Community Heat Pump Deployment Program, and provided funding to NeighborImpact to serve the Central Oregon region.
The community heat pump rebate and grant program is available to owner-occupied households in Crook, Deschutes, and Jefferson counties, and all of Warm Springs. The purpose of this program is to increase access to energy efficient heat pumps in order to provide energy savings to Central Oregon Households.
The first round of funding determinations will be made at the end of November 2023. Subsequent funding decisions will be made on a monthly basis and will be dependent on funding availability.
Qualifications
Heat pumps that have been or will be installed must meet the following minimum requirements:
- The indoor and outdoor units must be designed to be compatible with one another according to the manufacturer’s specifications.
- The heat pump must be Air-Conditioning, Heating, and Refrigeration Institute (AHRI) certified.
- The heat pump must be appropriately sized for the space or structure.
- The heat pump must be installed to heat and cool a living area in a residential dwelling, a space such as a garage is not eligible.
- The heat pump system must be installed in accordance with the manufacturer’s specifications.
- The heat pump system must receive all applicable electrical, mechanical, or structural permits form the local jurisdiction and pass all final inspections conducted by the authority having jurisdiction. Permits and county inspections will be verified.
- The heat pump’s auxiliary heat control must be set at or below a temperature of 35 degrees Fahrenheit.
- The heat pump system must include at least a five-year warranty against manufacturer defects.
- The installation of the heat pump system must include at least a one-year labor warranty covering the system.
- For grant applicants, a project agreement between the client, NeighborImpact, and the contractor will be created. See a sample project agreement here.
Up to $5,000 may be awarded for heat pumps installed with the following specifications:

Rebates
You may qualify for a rebate if you have already installed and paid for a heat pump in your home on or after September 21, 2023.
To apply for a rebate, please turn in the following documents:
- A completed application (see below)
- The following supplemental forms:
- A copy of your electric bill (a household member must be bill payer)
- Invoice from the contractor for the repair/ installation (NOTE- must be a CCB-accredited contractor)
- Proof of payment of the repair/installation: receipt, copy of check, credit card documentation.
- A completed W9 form for the intended recipient of the rebate (applicant). Find a blank W9 form here in English and Spanish.

Grants
You may qualify for a grant for partial financial assistance with heat pump installation if you have received an estimate from an accredited contractor for a heat pump installation but have not yet moved forward with installation. You will be responsible for the remainder of heat pump costs not covered by NeighborImpact.
To apply for a grant, please turn in the following documents:
- A completed application (see below)
- The following supplemental forms:
- A copy of your electric bill (a household member must be a bill payer)
- A copy of the estimate (bid) for heat pump installation from a qualified, CCB-accredited contractor.
- A completed Contractor Acknowledgement Form, signed by the contractor you intend to use. Find a blank Contractor Acknowledgement Form here in English and Spanish.
- A copy of the contractor’s W9 tax form, signed in the current year.
