Heating Assistance

Oregon Energy Assistance Program (OEAP)
Sponsored by Pacific Power for income qualified Pacific Power customers.
This is a bill payment assistance program for Pacific Power customers only.
OEAP starts Oct. 5 for select households who have Pacific Power.
Oregon Low-Income Bill Assistance (OLIBA)
Sponsored by Cascade Natural Gas for income qualified Cascade Natural Gas customers who have a past-due bill.
NeighborImpact provides income verification for the OLIBA program, which is specifically for Cascade Natural Gas customers.
This is a discount program only and does not provide LIHEAP benefits.
Enrollment for OLIBA starts Oct. 5 for select households who have a past-due bill from Cascade Natural Gas.
Select Households
- Seniors: Age 60 years and over.
- Disabled: Receiving disability benefits through Social Security, Veterans Administration, Paid Leave Oregon or documentation of other temporary disability benefits.
- Children: Ages birth through high school. If a high school student is age 18 or older, or will soon turn 18, include a current high school ID.

Low-Income Home Energy Assistance Program (LIHEAP)
This is a federal assistance program that provides heating assistance for electric, natural gas, propane, oil, wood and pellets to income households.
Applications open to select households.
Applications open to the general public.

Please work directly with your utility to avoid service shutoff. You may be eligible for a payment plan or discounted service. There may be other community resources in your area that can help while you wait for assistance.
City of Bend Water Assistance
NeighborImpact partners with the City of Bend to enroll eligible customers in its Low-Income Assistance Program (LIAP).
