Request for Information: NeighborImpact Housing Stabilization — Subgrantees

The Housing Stabilization department is seeking requests from year-round shelter, warming shelter, and street outreach providers in Crook, Deschutes, and Jefferson counties and the Confederated Tribes of Warm Springs for FY 26-27 Emergency Solutions Grant (ESG) and State Homeless Assistance Program (SHAP).

Potential subgrantees must attend one of the following information sessions via MS Teams:
Subgrantees must have access to Oregon Multi-Continuum HMIS prior to contract execution. There is an exception to the HMIS requirement for Victims Service Providers, as required by law.
Complete RFIs and required documentation are due by June 10th, 2026 at 5:00p.m. (PST)

Request for Qualifications: Residential Home Inspector

NeighborImpact is accepting qualifications from residential home inspectors to support its various home rehabilitation programs. Selected contractors will complete health and safety home inspections across Crook, Deschutes, Jefferson Counties, and the Confederated Tribes of Warm Springs. NeighborImpact will compensate contractors at a reasonable market rate for all approved services rendered.

Request for Qualifications: NeighborImpact Weatherization and Home Rehabilitation Program (Central and North Central Regions) — Contractor

NeighborImpact’s Weatherization Program is requesting responses from experienced, qualified, and cost-effective contractors to provide services to Low-Income Weatherization and Home Rehab projects across our service area. Contracts will be awarded for a minimum of one year with the option to extend based on performance and other factors. NeighborImpact is currently requesting responses for weatherization major measure installers, plumbing, electrical, HVAC, woodstove contractors and repair/handypeople.

  • Respondents must meet certification and insurance requirements and must adhere to equal opportunity and non-discrimination laws. Review the RFQ documents for additional details.
  • Small businesses, women-owned businesses, and/or minority-owned businesses are encouraged to submit proposals.

This is an open opportunity, with projects anticipated to begin after July 1, 2026
