Whole home weatherization services are available to eligible households in Crook, Deschutes, Jefferson, Wasco, Sherman and Hood River counties and the Confederated Tribes of Warm Springs Reservation.

What is Whole Home Weatherization?
NeighborImpact’s weatherization program installs energy-saving measures, like air sealing, duct sealing, insulation and HVAC, as well as key health and safety work, like smoke and carbon monoxide alarms, mechanical ventilation and limited repairs to electrical and plumbing systems to make your home more efficient, comfortable, and durable.
Weatherization staff conduct an on-site energy audit in order to take a baseline of the energy use and weatherization opportunities at your home. The information they collect at the audit will help us determine the amount and type of work your home needs. Auditors will review the information and a proposed plan with you at the end of the audit.
The Weatherization Program typically serves 100 low-income households a year. Clients frequently report more comfortable and durable homes and lower energy bills.
Who May Qualify?
Clients can be renters or homeowners and live in mobile homes or stick-built homes. Eligibility is based on income. If you rent your home, property owner information and permission are required as part of the application process.

Gross income means income before deductions. Limits effective March 2, 2026, until further notice. Ask us about households larger than eight.
What does the process look like?
- Complete and return an application. We will notify you once your application is approved.
- We send you information about our online energy education requirement. This is a video you can complete on your schedule. If you can’t access an online video, please let us know!
- We call you to schedule your home energy audit. An audit takes 3-4 hours to complete.
- The work order for your home is issued to a weatherization contractor and any specialty contractors. They complete the pre-determined work and invoice NeighborImpact.
- Our staff inspects the completed work, to ensure that it meets our standards and to measure energy savings.

I would like a specific weatherization repair. Can the team make that happen?
During the audit, feel free to let the auditor know if you have a specific concern. We cannot promise any specific repairs until an audit is completed.

Energy Education is part of Weatherization
At least one household member must watch the online Energy Education video and complete the survey. Your home energy audit can be scheduled after the survey is complete.
