Building Stronger Communities Across Central Oregon

NeighborImpact’s Community Development Department plays a vital role in advancing the organization’s mission to support people and strengthen communities. The Community Development Department strengthens economic, social, and environmental resilience across entire communities, while creating accessible pathways to upward mobility for individuals and families in every geographic and demographic community we serve.

Our Purpose Within the Mission

With a focus on “Strengthening Communities,” the Community Development Department creates equitable opportunities for low- and moderate-income individuals and families. By aligning resources with community needs, the department fosters resilience, sustainability, and long-term impact in Central Oregon’s communities. Areas of focus include regional housing supply, housing preservation, community facilities, energy efficiency and community facilities.

Current Community Development Resources:

  • Community Development Block Grant (CDBG): Grant program that supports community projects that benefit low- and moderate-income individuals, families and communities. See below for more information and a list of some of our recent projects!
  • Deschutes County HOME Program: developer incentives to build affordable workforce housing units in Deschutes County. Click here for more information.
  • Veteran Restore Health and Safety Program: health and safety improvements to veteran-owned homes. Click here for more information.
  • Community Heat Pump Deployment Program: Provided Central Oregon households with funds to offset expenses towards new heat pumps. Click here for more information.
  • North Central Community Heat Pump Deployment Program: Provides North Central Oregon households with funds to offset expenses toward new heat pumps. Click here for more information. 

The Community Development Block Grant (CDBG) program is a cornerstone of NeighborImpact’s community development work.

CDBG is a federally-funded grant resource that supports community development projects benefiting low- and moderate-income individuals and communities.

NeighborImpact works with local governments and organizations to apply for and receive funds from Business Oregon within the CDBG-eligible categories of community facilities, infrastructure and housing rehabilitation.
