Home Improvement Contracting Services with NeighborImpact

NeighborImpact is committed to preserving the region’s existing housing stock and ensuring that community members can remain safely and comfortably in their homes. We partner with skilled contractors to deliver a wide range of home preservation, inspections, accessibility, modification, and repair services. Some of our programs operate year-round, while others are connected to specific grants or time-limited funding. We value the expertise contractors bring to this work, and we pay market rates for all services performed. Programs include our lending program, weatherization program, veteran’s home health and safety program, HRSN home modifications, and others!

Contractor Eligibility Requirements 

Contractors must meet the following qualifications:

  • Active CCB license with the appropriate endorsement for the work performed
  • Surety bond meeting or exceeding Oregon Construction Contractors Board (CCB) requirements for your classification
  • Liability insurance meeting or exceeding CCB standards for your classification
  • No pending claims or orders to pay with the CCB
  • Not disqualified from holding public contracts in Oregon or debarred from federal contracting

How do I get involved?

There are two ways you can work with NeighborImpact, depending on your specialty and your work preferences. Read about each option below:

Option 1: Join our Contractor List

By joining our contractor list, you can expect to be notified of project opportunities as they arise. In some cases, you may be asked to provide an estimate and, depending on the scope of work, you may be one of several contractors invited to bid on a project. Final approval is required before moving forward. This process offers more flexibility, though it does not guarantee project awards.

Option 2: Submit a Formal RFP or RFQ

This route is more formal, and puts a contract in place between you and NeighborImpact, if awarded. Having a contract with NeighborImpact can provide more frequent jobs, allows you to bypass the 3-bid process, and allows you to be selected from a smaller pool of contractors.

NeighborImpact is currently seeking proposals/ qualifications for the following:

  • Residential Home Inspector

NeighborImpact is requesting qualifications from residential home inspectors to complete health and safety inspections for 25-30 qualified households in our service area. Inspections will primarily be done utilizing the HUD HQS checklist. Inspector duties will include pre and post inspections, developing a scope of work based on the pre inspection, and being available to answer construction contractor’s questions if needed.   • Home Weatherization and Rehabilitation Contractors

NeighborImpact is requesting qualifications from experienced contractors to support the completion of home weatherization and rehabilitation projects across our service area. We are seeking contracts with the following specialty types: weatherization installers, electricians, HVAC, plumbers, wood stove installers, and general contractors/ handypersons.
