Request for Proposals: NeighborImpact Housing Stabilization – Stepping Stone Shelter On-site Security
NeighborImpact is seeking a 12-month contract with a trauma-informed, DPSST-certified security company to provide year-round on-site security personnel 7 days a week, 365 days a year, between the hours of 6:00 pm and 8:00 am Monday-Friday, 4:30 pm Saturday through 8:00 am on Monday.
This contract would have the option for additional extension periods if desirable by both parties. Security personnel will be responsible for ensuring the general safety of the Stepping Stone Shelter site and enforcing the Shelter Guest Agreement.
Small businesses, women-owned businesses, and/or minority-owned businesses are encouraged to submit proposals.
Completed RFPs and required documentation are due Tuesday, September 30, 2025 at 5:00 pm (PST).

Request for Qualifications: NeighborImpact Weatherization Program (Hood River, Sherman, and Wasco Counties) – Contractor
NeighborImpact’s Weatherization Program is requesting responses from experienced, qualified, and cost-effective contractors to provide services to Low-Income Weatherization projects in Hood River, Sherman and Wasco Counties and the Confederated Tribes of Warm Springs. Contracts will be awarded for a minimum of one year with the option to extend based on performance and other factors. NeighborImpact is currently requesting responses for weatherization major measure installers, plumbing, electrical, HVAC and woodstove contractors.
Respondents must meet certification and insurance requirements and must adhere to equal opportunity and non-discrimination laws. Review the RFQ documents for additional details.
Small businesses, women-owned businesses, and/or minority-owned businesses are encouraged to submit proposals.
This is an open opportunity, with projects anticipated to begin after July 1, 2025

The Weatherization program is requesting responses from experienced, cost-effective and efficient contractors to provide services on home weatherization projects in Crook, Deschutes and Jefferson counties and the Confederated Tribes of Warm Springs. Contracts will be awarded for a minimum of one year with the option to extend based on performance and other factors. NeighborImpact is currently requesting responses from weatherization, plumbing, electrical, HVAC, and woodstove contractors.
Proposers must meet certification and insurance requirements and must adhere to equal opportunity and non-discrimination laws. Contractors who are debarred, suspended or otherwise excluded from or ineligible to participate in federal assistance programs or activities shall be ineligible for work under this contract. Small businesses, women-owned businesses and/or minority-owned businesses are encouraged to submit proposals.
