Child Welfare

Every Child Central Oregon (ECCO) rallies our community around families touched by foster care.

What ECCO does

  • Recruits foster families across Crook, Deschutes, and Jefferson counties and Warm Springs, and walks prospective parents through the process.
  • Provides tangible support to active foster families, from meals and clothing to essentials that keep placements stable.
  • Builds a support network of volunteers, donors, and community partners who show up for kids in care.

Why it matters

  • 85 percent of families investigated by child welfare have incomes below 200 percent of the Federal Poverty Level (Urban Institute).
  • 60 percent of substantiated child welfare responses involve neglect only, not abuse.
  • Economic and concrete supports are linked to reduced risk of both neglect and physical abuse. Stable foster placements start with stable, supported families.

Where things stand now

  • ECCO launched in 2019 as an initiative of Marked For Love. In 2026, ECCO joined NeighborImpact as part of our Supportive Services division.
  • Under NeighborImpact, ECCO continues its foster family recruitment, tangible support, and community mobilization work while coordinating with Head Start, Housing Stabilization, Food Bank, and Energy Assistance to reach families earlier.
